This book in part can be for the younger children, but the concept and David Small's illustrations play to older students. They're so interesting to see. Teddy Roosevelt dreamed up national parks, but it wasn't until years after he was out of office that a government appointee and a bunch of other people--including a Chinese American trail cook--managed to create the structure that would protect and sustain the idea of the national parks.
